<image:title>Blog - Rich Clark - NH Divorce Law Needs Reform - NH Journal - My name is attorney Rich Clark. I am running for Rockingham County Attorney and have practiced law for the past 15 years in Portsmouth, N.H. at Clark & Associates, LLP. One of the areas of law I practice is divorce which ends up in our state’s family courts. Many aspects of New Hampshire divorce law should be reformed. The changes are long overdue. Where the majority of states have updated their divorce laws decades ago, yet here they remain materially unchanged to the detriment of the Granite State’s divorcing couples and their minor children. <image:title>Meet Rich</image:title>
<image:caption>Rich Clark practices law in Portsmouth at CLARK & ASSOC, LLP. His father is his best friend and has always been highly influential in Rich’s life. While his father served in the U.S. Army, Rich was able to live abroad and experience cultures of over twenty countries. Rich’s mother is from Japan. Rich is proud of his Japanese-American heritage and appreciates those from different racial and cultural backgrounds. After his father retired from the U.S. Army, the Clark family returned to their ancestral Rye Beach property that has remained in the family for 350 years. Prior to practicing law, Rich owned several contracting companies for over two decades where he managed employees while coordinating the work and facilitation of all operations. The work environment had to be productive and positive. Rich always worked full-time operating his businesses while dedicating himself to attending ten years of college and completing his law degree, and passing the New Hampshire and Massachusetts bar exams. Rich has practiced law for the past 15 years and has become one of Rockingham County’s most recognizable attorneys. Rich was a private criminal defense contract attorney appointed to the Newburyport District Court from 2007-2011. He completed the Commonwealth of Massachusetts Criminal Defense Certification in 2008. He has effectively litigated criminal cases in 30 towns, with the New Hampshire State Police, Massachusetts State Police and has also worked with the Federal Bureau of Investigation. Rich has extensive experience in New Hampshire Family Courts, District Courts, Probate Courts and Superior Courts. His experience in the court system provides Rich with insight that prosecutors often lack when it comes to how criminal actions impact New Hampshire families. Nothing is more important to Rich than family. Rich resides with his two sons and family in Portsmouth. He feels the New Hampshire Criminal Courts and New Hampshire Family Courts should go through legislative reform to expedite cases, limit acrimony, create less stress on minor children and train judges to conduct Court with cohesion. In 2022, Rich spearheaded a lawsuit against the Parenting Support Center seeking Court orders to notify all NH Family Courts of injustices perpetuated by the Parenting Support Center. In June 2022, Rich is scheduled to appear in Portsmouth District Court to argue that notice should be provided to all NH Family Courts of the injustices where the NH Family Courts continue court ordered use of the Parenting Support Center that prejudices a parent unfairly and refuses to provide any financial accounting. Being personable, objective, calculated, and result driven, Rich effectively negotiates complex agreements and oversees cases managed by other attorneys. Rich is an advocate for Women’s Rights, racial equality, the LGBTQ+ community, the Ukrainian fight for freedom, and the hiring of more females in law enforcement. When not working Rich enjoys spending time with family and close friends, meeting people, traveling, collecting antiques, weight lifting, cooking and landscaping.</image:caption>

<image:title>Ethical Standards and Transparency - Rockingham County Attorney’s Office lacks basic ethical standards and transparency.</image:title>
<image:caption>From personal experience Rich finds the Rockingham County Attorney’s Office unethical under present leadership. When an arrest warrant is filed in a District Court and the Judge in the District Court finds no probable cause and denies the arrest warrant, Rich will not present an indictment for Grand Jury review on the similar facts unlike the present Rockingham County Attorneys Office leadership. Rich will also disclose known exculpatory information, facts that do not help the cause of prosecution for full transparency, during Grand Jury review. Rich believes it is unethical to present facts to prosecute while hiding and intentionally omitting material exculpatory facts. Rich will not allow this behavior as he feels this is highly unethical to mislead the Grand Jury by material known omissions. This is for the benefit of New Hampshire families.</image:caption>
